

SMEs make market-entry, pricing and campaign decisions using official statistics that often lag real conditions by 2–12 months, while large companies and data-rich platforms exploit alternative data in near real time. Generic generative-AI tools are accessible but can provide unverifiable or hallucinated advice, creating a need for affordable decision intelligence that combines timely quantitative evidence, explainability and a complete audit trail.

PULSE will combine four integrated capabilities. A European nowcasting fabric will transform unconventional data into harmonised, frequently refreshed indicators for niche sectors and sub-national regions, supported by quality metadata, revision tracking, automated model selection and drift detection.
A grounded market copilot will answer business questions through retrieval from the quantitative nowcast layer and curated sources rather than unsupported model knowledge. Each claim will include an evidence chain, with targets of more than 95% claim traceability and a hallucination rate below 2%.
A decision simulator will assess market-entry, pricing and campaign options against live market conditions, providing uncertainty bands and backtesting. Data-space-native Gaia-X/IDS connectors will enable sector associations and platforms to pool business signals while preserving confidentiality and governance.

The consortium will harmonise unconventional demand, price, sentiment, hiring, mobility, web and e-commerce data into at least 200 comparable sector-region indicators across at least five countries. It will develop and validate automated nowcasting, model-selection, uncertainty estimation, revision tracking and drift-detection capabilities, targeting an eight-week lead over official statistics and at least 80% directional accuracy.
The partners will build a retrieval-augmented market copilot linked to the quantitative nowcast layer and curated sources, with traceable evidence for its claims and measurable faithfulness. They will extend business-opportunity assessment into a simulator for market-entry, pricing and campaign scenarios, including uncertainty bands and backtesting, and implement Gaia-X/IDS-compatible mechanisms for privacy-preserving data sharing.
The integrated platform will be piloted with export agencies and e-commerce and manufacturing SMEs in multiple countries. Pilots will assess technical performance, usability and business impact, including reductions in market-research costs and decision time, before advancing the solution from TRL 4 to TRL 7.
