Challenge

On-site meter work requires field staff to have the right credentials for the right operation. Managing those credentials alongside task assignments and results creates a need for controlled provisioning, revocation and traceable use, without leaving unnecessary security material on mobile devices.

Solution

The central system plans and assigns operations and manages the full lifecycle of HLS keys and credentials, from generation and secure distribution to revocation. It provisions material only for the scope of each task. The mobile client executes assigned operations using that material, retains as little as possible on the device, and returns results and audit records.

Main activities

Develop the central workflow for planning, assigning and tracking on-site meter operations. Implement HLS key and credential lifecycle management and task-scoped provisioning. Develop the mobile client to execute assigned tasks with minimal local retention of security material, and integrate the collection of operation results and audit records.

Partners sought

IT solutions provider — Divide development between companies: build the central task-planning and assignment platform; develop the field app for assigned reading and configuration workflows; and implement result collection, audit records, APIs and head-end data exchange. Integrate the security components into server and mobile software.
Cybersecurity provider — Build and test the HLS credential lifecycle service, including generation, task-scoped provisioning, rotation and revocation. Develop cryptographic components that bind credentials to authorised tasks and devices, use protected mobile storage where needed, and remove field credentials after use.
Metering technology vendor — Develop meter-protocol interfaces and secure field-gateway or reader firmware and prototypes. Integrate mobile-to-meter reading and configuration with HLS authentication, and test interoperability across relevant meter models.
Industrial pilot user — Build connectors between its work-order systems and the consortium platform, integrate the app into its field workflow, and co-develop automated acceptance tests. Test task assignment, meter operations, credential expiry and revocation under real field conditions.
